Civitas: An International Civic Education
Exchange Program

Costa Rica - Texas - New Mexico Civitas Partnership
Civitas Latin America is funded by a grant from the US Department of Education under the Education for Democracy Act approved by the US Congress. The program is implemented in cooperation with the US Department of State. It is administered by the Center with the assistance of the Civitas Latin America Consortium Coordinators Council, composed of represenatatives of participating organizations.

The Costa Rica, Texas and New Mexico CIVITAS partnership enters 2002-2006-2007 grant with a focus on several of the Center for Civic Education's programs. The Costa Rican CIVITAS NGO plans to implement three major programs during this multiyear grant cycle. The programs are:

We the People...Project Citizen
Possibility utilizing a translation from one of the other Latin American partners, CIVITAS Costa Rica will conduct three Project Citizen trainings in different geographic areas of the country. The ultimate goal of the trainings is to have a national showcase of the projects along with oral hearings.

We the People...The Citizen and the Constitution
Members of Civitas Costa Rica will work on creating a We the People program guide that borrows some of the units of the United States We the People, but also includes chapters written to reflect their own countries constitution, influential founding documents and system of government. The hearing process will also be modeled after the United States version of the program.

Foundations of Democracy
Civitas Costa Rica will review and create their own version of the Foundation of Democracy curricular materials for grades 7 and 8. The United States version of using the basic concepts and principles of constitutional democracy: authority, privacy, responsibility, and justice will be used as a model, but only the concepts Civitas Costa Rica feels will be applicable to their own system will be utilized.

Hungary/Romania - Florida - Texas - Mississippi Civitas Partnership
Civitas is cooperative project of a consortium of civic education organizations in the United States and other participating nations. The program is administered by the Center for Civic Education and funded through a grant from the United States Department of Education, Office of Educational Research and Improvement, in cooperation with the United States Department of State and its affiliated offices throughout the world. The program provides for a series of exchanges among leaders in civic education in the United States and emerging and established democracies worldwide.

For the past five years, the State Bar of Texas Law-Related Education Department has been engaged in an international education for democracy program with Civitas-Hungary, a Budapest-based non-governmental organization dedicated to teaching civic knowledge. The Civitas International Civic Education Exchange Program is part of an international effort to advance democracy in Eastern and Central Europe through civics and citizenship education initiatives. The program is funded through a grant from the United States Department of Education, Office of Educational Research and Improvement, with the cooperation of the U.S. Department of State.

The Civitas program is a partnership between Hungary/Romania and three U.S. states - Florida, Texas, and Mississippi. The relationships between Hungarian and American students, teachers, judges, university faculty and other gatekeepers to democracy are continuing to mature through collaborative civic education experiences. We are learning from each other while simultaneously strengthening democracy.

The outcomes of the partnership have been beneficial to both Texas and Hungary. Teacher training opportunities have been expanded, lessons have been developed and tested, student-centered academic competitions have been implemented and evaluated and professional exchanges have yielded outcomes benefiting educators in all three countries. In 2003, Hungary: Past and Present lesson guide was published to help encourage the comparative study between the United States and Hungary.
